Civic & Commercial Mercantile Services commenced operating in Canberra in the late 1980s and was quickly accepted as the preferred supplier of Process Service in the ACT.

Civic & Commercial Mercantile Services have a long history as members of the Institute of Mercantile Agents (IMA) since inception.

The business was sold in the late 1990s and was operated purely as a process servicing and field call services business until purchased by Paul (current Director) in 2007.

Paul attended the IMA conference and quickly became known to his interstate colleagues and commenced repossessions in 2008 for a number of national organisations, Paul has grown that side of the business.

Several other services including, skip trace services, court attendance, document lodgement and real estate lockout activities have been added to the services offered.

Key Personnel

Paul Noonan

Director, Licensed Commercial Agent

Paul commenced with Civic & Commercial in 2001 as a part-time Process Server and Field Agent.

Paul comes from a varied employment background, including Military, Public and Private sector positions. Paul holds  Advanced Diploma’s in both Business Management and Human Resources.

In 2007, Paul purchased the business and commenced concentrating on the expansion of the services offered, whilst keeping in mind the personal touch required in dealing with sensitive matters, which has proven to be a successful strategy.

Paul is a hands-on operator and is often out of office completing tasks he expects his staff to also undertake. As such, Paul has a good grasp of what is occurring in the field.

Paul has an excellent relationship with his clients developed on trust and getting the job done.

Paul is happy to take your calls in regards to any of the services offered by Civic & Commercial.

Kaylah Noonan

Manager, Process and Field Services – Licensed Process Server

Kaylah joined the Civic & Commercial team in 2011 and quickly became an important member of the business.

Kaylah’s position as Manager, Process and Field Services, sees her facilitate the day to day operations of the business, ensuring the smooth running of the office including staff resources and all field agents.

Kaylah, joined Civic & Commercial with an impressive private enterprise employment background and as such has been able to adapt the knowledge obtained to assist in her current duties.

Naomi Woodward

Office Administration – On-road Process Server

Naomi has been with the team at Civic & Commercial since 2016 and in that time has had a hand in all aspects of the business be it undertaking the jobbing out of the daily run, preparing affidavits or closing off return interstate jobs to our clients.

Naomi is part-time two days a week, which fits in with her busy home life as a mother of four.

Naomi has in the past 6 months taken a shining to process serving our day run throughout Canberra to all businesses and in addition to this Naomi has shown a flair in conducting field call services.

Tanisha Jory

Office Administration

Tanisha commenced at Civic & Commercial in February 2020 as an office junior assisting the team in all office duties. Tanisha displayed a work ethic beyond her years and experience and has now quickly become a valued and important member of the team.

Tanisha now undertakes all administrative duties of the office and is in regular contact with clients via phone and email, for updates or clarity of instructions.

Tanisha assists Kaylah in the daily running of the office and attends to ensuring the work is arranged for our team of night agents.
